Purpose of FSBB

Full Subject-Based Banding (FSBB) is part of MOE's ongoing efforts to nurture the joy of learning and develop multiple pathways to cater to the different strengths and interests of our students. With FSBB, we are moving towards a secondary school education where students learn each subject at the level that best caters to their overall strengths, interests and learning needs. Under FSBB, there are more opportunities for students to interact with peers of different strengths and interests. FSBB was officially rolled out to all secondary schools in 2024.

MOE will post students to secondary school through three Posting Groups – Posting Groups 1, 2, and 3, which also indicates the initial subject levels students can offer at the start of Secondary One.

Subject Level for EL, MTL, Mathematics, Humanities and Science

Offer of subject(s) at More Demanding Level (MDL)

1. Offer most subjects at G1 level

   • May offer EL, MTL, Math or Science at MDL if student meet the eligibility criteria

2. Offer most subjects at G2 level

   • May offer EL, MTL, Math or Science at MDL if student meet the eligibility criteria

3. Offer most subjects at G3 level

   • May offer MTL at MDL if student meet the eligibility criteria

In SACSS, students will be placed in mixed form classes comprising students from different Posting Groups and will have opportunities to interact and learn with peers of different backgrounds, strengths, and interests. Besides EL, MTL, Mathematics, Humanities and Science which are taken at G1/G2/G3 levels, students also offer subjects at a common level. These allow students to spend curriculum time together with their form classes. These common curriculum subjects are Art, Food &Consumer Education, Design & Technology, CCE, PE, Drama and Music. SACSS was one of the secondary schools selected by MOE to pilot FSBB in 2022 and our teachers are well-versed in taking care of students in mixed form classes and have a range of teaching pedagogies to meet the different learning needs of the students. 

Beyond the start of secondary one, students have opportunities to offer subjects at MDL at the end of secondary one and again at the end of secondary two. Students may offer a subject at MDL for the following year if their year-end overall result in that subject is 75% or more. For students taking G1 Humanities, the performance in EL is also taken into consideration in order to offer G2 Humanities.

Information on Pathways available

At the end of secondary two, students get to choose their subject combination for upper secondary. Each student is then allocated a subject combination based on her choice as well as her performance in relevant subjects in the Sec 2 year-end Exams.

This allows students to do well in the subjects that match their strength and interests and move on to higher studies in tertiary institutions after their Singapore-Cambridge Secondary Education Certificate (SEC) examinations. Under FSBB, more post-secondary pathways have opened up for students. This can be seen in the diagram below:
